I noticed the cluster migration feature is disabled on the environment settings page. Are there any conditions needed for it to work or is it just not implemented yet? What is the best way to migrate to a new cluster?

If you want to migrate to a new cluster, go into the environment list.
click on the 3 dots (…) and select clone.
You will be able to clone the selected environment to a new cluster
Thanks, I found it myself and it almost worked… The deployment restrictions were not cloned.
