Service stuck in "building" preventing other deployments

ISSUE

a service has been deploying for over an hour and stopped other deployments
although the console says it’s “building” but it has been running and accepting requests for a while now
and clicking on “cancel deployment” doesn’t do anything…
the code change that is being deployed has nothing special that would cause it to be stuck like this

audit shows i’ve triggered a cancel 10minutes ago but no effect

HOW TO REPRODUCE

not sure, just happened randomly

is there a way to cancel/reset the build?
